The State Council issued Energy Saving and Emission Reduction Plan for the 12th-Five-year recently, to ensure the target of saving 670 million tons of standard coal to be fulfilled by 2015.

　　For elimination of outdated production capacity, the Plan requires that small thermal power plants under 20 million kW and 48 million tons of ironmaking and 48 million tons of steelmaking, 37 million tons of cement making, 42 million tons of coking and 15 million tons of papermaking capacity to be eliminated by 2015.

　　According to the Plan, major projects for energy saving and emission reduction need RMB 2366 billion of investments. 300 million tons of standard coal of energy saving capacity can be created in the 12th-Five-year period. COD, SO2, ammonia nitrides and nitrogen oxides emissions will be reduced by 4.2 million, 2.77 million, 400,000 and 3.58 million tons, respectively.
