9月10日,《矿业绿色发展天津宣言》(以下简称《宣言》)在矿业国际合作部长论坛暨2026中国国际矿业大会开幕式上发布。
《宣言》提出,矿产资源是经济社会发展的重要物质基础,绿色低碳转型是全球矿业迈向高质量发展的重要方向,智能化升级是驱动矿业产业革新的重要引擎,深化国际务实伙伴合作是各方携手应对共同挑战、实现互利共享的根本路径。围绕“合作共赢 绿色智能”主题,从绿色发展、资源效率、低碳转型、技术创新、数智融合、标准互认、贸易投资、民生福祉、协同创新、共同发展十个方面提出倡议和行动。
重点内容包括,一是坚持绿色低碳,推动矿业发展转型。提出践行绿色发展理念,推行绿色勘查和绿色矿山建设,提高资源利用效率,积极应对气候变化,推动矿业低碳转型和全流程节能降耗减排,鼓励绿色低碳技术研发与成果转化。二是深化数智融合,驱动矿业产业革新。强调促进人工智能、大数据、物联网、数字孪生等新技术与矿业深度融合,发展智能矿山,推广自动化、远程化作业,倡导产学研用协同创新,重视矿业人才培养,共同夯实矿业绿色发展的综合能力。三是扩大开放合作,完善全球矿业治理。倡议推进绿色矿产国际合作,欢迎各方加入《绿色矿产国际经贸合作倡议》,发布绿色矿产国际合作指引,鼓励签署基于信任的绿色矿产合作文件,构建全球绿色矿产合作伙伴关系网络;加强绿色矿业经验分享,推动技术标准协调互认,研究建立矿业绿色发展综合评价体系;支持以世界贸易组织为核心的多边贸易体制,促进绿色矿产贸易投资自由化便利化,鼓励绿色金融,支持发展中国家更好参与全球绿色矿业合作。四是秉持以人为本,增进矿区民生福祉。坚持以人民为中心,倡导构建公平参与、包容共享的治理机制,支持矿区产业多元发展、扩大就业、改善基础设施和公共服务,促进产业发展与生态环境保护协同共进。
《宣言》重申坚定支持联合国《2030年可持续发展议程》等国际共识框架,呼吁更多国家、国际组织和各利益相关方积极响应,携手推动全球矿业向绿色低碳转型,促进全球可持续发展,为构建人与自然和谐共生的美好未来作出积极贡献。
矿业绿色发展天津宣言
矿业国际合作部长论坛于2026年9月10日在中国天津举行。在本次论坛上,我们:
回顾全球矿业发展历程,各国在保障资源供给、支撑经济社会发展方面取得了丰硕成果,并为矿业绿色转型积累了大量各具特色的实践经验;各国政府、国际组织及利益相关方为推动矿业绿色发展作出不懈努力和重要贡献;
注意到“合作共赢 绿色智能”的主题,高度契合顺应全球绿色低碳发展大势,契合世界各国共同发展愿景;认识到矿产资源是经济社会发展的重要物质基础,绿色低碳转型是全球矿业迈向高质量发展的重要方向,智能化升级是驱动矿业产业革新的重要引擎,深化国际务实伙伴合作是各方携手应对共同挑战、实现互利共享的根本路径;
重申坚定支持联合国《2030年可持续发展议程》等国际共识框架,秉持绿色发展、合作共赢的理念,共同致力于推动矿业实现绿色、韧性、包容和可持续发展,造福当代人民,惠及子孙后代;支持依托联合国框架及各方普遍认同的多边合作机制深化矿业务实合作,助力实现人与自然和谐共生;
强调矿业绿色发展对应对气候变化、保护生态环境、实现可持续发展目标具有重要意义,需要各方携手行动,推动矿业发展方式有序转变,实现矿产资源开发与生态环境保护相协调。
遵循开放包容、公平合理、合作共赢、绿色低碳、自主自愿的原则,我们倡议:
一是践行绿色发展理念,推行绿色勘查,推广绿色矿山、绿色工厂和绿色供应链,开展生物多样性调查、监测与保护,加强水、大气、土壤污染防治,加强矿区生态修复和环境保护;
二是提高勘查、开采、选冶、加工、循环利用各环节资源利用效率,鼓励共伴生资源综合利用,努力减少尾矿和废石产生,支持构建废旧资源循环利用体系,不断提高再生资源利用效率;
三是积极应对气候变化,树立绿色低碳发展导向,稳步推动矿业低碳转型和全流程节能降耗减排,加强温室气体排放和碳足迹管理,着力提升矿区气候韧性;
四是鼓励增加应对气候变化和绿色低碳技术研发投入,联合攻关深部资源安全高效开采、共伴生资源综合利用、尾矿和废石资源化处置利用等关键技术,促进绿色低碳技术成果转化和共享应用;
五是促进人工智能、大数据、物联网、数字孪生等新技术与矿业深度融合,发展智能矿山,稳步推广自动化、远程化作业,建设数字化矿山平台,助力提升矿山生产效率和安全水平;
六是加强绿色矿业经验分享,推动相关技术标准、操作规范的协调互认,鼓励研究建立矿业绿色发展综合评价体系,统筹资源利用效率、环境影响、社会责任和治理水平,推进矿区环境监测与信息公开;
七是支持以世界贸易组织为核心的多边贸易体制,共同营造开放、透明、包容、非歧视的贸易环境,促进绿色矿产贸易投资自由化便利化,鼓励绿色金融,合力构筑稳定、可持续的产业链供应链;
八是坚持以人民为中心,倡导构建公平参与、包容共享的治理机制,支持矿区产业多元发展、扩大就业、改善基础设施和公共服务,促进产业发展与生态环境保护协同共进,持续提升民生福祉;
九是倡导产学研用协同创新,鼓励科研机构、行业组织和企业开展务实伙伴合作,推动建立多层次技术交流和知识共享平台,重视矿业人才培养和技能提升,共同夯实矿业绿色发展的综合能力,欢迎中方会同有关方面发布绿色矿产国际合作指引,促进各层级务实合作;
十是在充分尊重各国国情和发展优先次序的基础上,支持发展中国家更好参与全球绿色矿业合作,欢迎更多国家和国际组织加入《绿色矿产国际经贸合作倡议》,鼓励签署基于信任的绿色矿产合作文件,构建全球绿色矿产合作伙伴关系网络,分享绿色发展带来的机遇与成果,实现互利共赢和共同发展。

Tianjin Declaration on Green Development of the Mining Industry
The Ministerial Forum on International Mining Cooperation was held in Tianjin, China on 10 September 2026. At this Forum, we:
Looking back on the course of global mining development, we note that countries have achieved fruitful results in ensuring resource supply and in supporting economic and social development, and have accumulated extensive and distinctive practical experience for the green transformation of the mining industry, and we recognize the unremitting efforts and important contributions made by governments, international organizations and stakeholders in promoting the green development of the mining industry;
Noting that the theme, “win-win cooperation, green and smart development”, is highly consistent with and responsive to the general trend of global green and low-carbon development, and is consistent with the common development vision of all countries; Recognizing that mineral resources constitute an important material foundation for economic and social development, that green and low-carbon transformation is an important direction for the global mining industry to move towards high-quality development, that smart upgrading is an important engine driving the innovation of the mining industry, and that deepening practical cooperation among international partners is the fundamental path for all parties to jointly address common challenges and achieve mutual benefit and shared outcomes;
Reaffirming our firm support for the United Nations 2030 Agenda for Sustainable Development and other international consensus frameworks, and our shared commitment, in the spirit of green development and win-win cooperation, to fostering the green, resilient, inclusive and sustainable development of the mining industry for the benefit of present and future generations; Supporting the deepening of practical cooperation in the mining industry within the framework of the United Nations and through multilateral cooperation mechanisms widely recognized by all parties, with a view to contributing to the harmonious coexistence between humanity and nature;
Emphasizing that the green development of the mining industry is of great significance for addressing climate change, protecting the ecological environment and achieving the Sustainable Development Goals, and that all parties need to act together to promote the orderly transformation of the development mode of the mining industry and to harmonize mineral resource development with ecological and environmental protection.
Guided by the principles of openness and inclusiveness, fairness and reasonableness, win-win cooperation, green and low-carbon development, and free and voluntary participation,
we hereby put forward the following initiatives:
First, practice the philosophy of green development, carry out green exploration and promote green mines, green factories and green supply chains, carry out biodiversity surveys, monitoring and conservation, strengthen the prevention and control of water, air and soil pollution, and strengthen the ecological restoration and environmental protection of mining areas.
Second, improve the efficiency of resource utilization in exploration, mining, beneficiation and smelting, processing and recycling, encourage the comprehensive utilization of associated and paragenetic resources, strive to reduce the generation of tailings and waste rock, support the development of a system for the recycling of waste resources, and continuously improve the efficiency of utilizing recyclable resources.
Third, actively respond to climate change, establish a green and low-carbon development orientation, steadily promote the low-carbon transformation of the mining industry and energy conservation, consumption reduction and emission reduction throughout the entire process, strengthen the management of greenhouse gas emissions and carbon footprints, and make efforts to enhance the climate resilience of mining areas.
Fourth, encourage increased investment in research and development of climate-response and green and low-carbon technologies, jointly develop key technologies such as the safe and efficient exploitation of deep-seated resources, the comprehensive utilization of associated and paragenetic resources, and the resource-based treatment and utilization of tailings and waste rock, and promote the transformation and shared application of green and low-carbon technological achievements.
Fifth, promote the deep integration of new technologies such as artificial intelligence, big data, the Internet of Things and digital twins with the mining industry, develop smart mines, steadily promote automated and remote operations, build digital mine platforms, and help enhance the production efficiency and safety of mines.
Sixth, strengthen the sharing of experience in green mining development, promote the coordination and mutual recognition of relevant technical standards and operational specifications, encourage research on the establishment of a comprehensive evaluation system for the green development of the mining industry that takes into account resource utilization efficiency, environmental impact, social responsibility and governance, and advance environmental monitoring and information disclosure in mining areas.
Seventh, support the multilateral trading system with the World Trade Organization at its core, jointly create an open, transparent, inclusive and non-discriminatory trading environment, promote the liberalization and facilitation of trade and investment in green minerals, encourage green finance, and jointly build stable and sustainable industrial and supply chains.
Eighth, uphold the people-centered development philosophy, advocate the establishment of a governance mechanism of fair participation and inclusive sharing, support the diversified development of industries, employment expansion, and the improvement of infrastructure and public services in mining areas, promote the coordinated advancement of industrial development and ecological and environmental protection, and continuously improve people’s well-being.
Ninth, advocate collaborative innovation across industry, academia, research and application, encourage research institutions, industry organizations and enterprises to engage in practical cooperation as partners, promote the establishment of multi-level platforms for technological exchange and knowledge sharing, attach importance to the cultivation of mining talents and the improvement of skills, and jointly consolidate the comprehensive capacity for the green development of the mining industry, welcome China’s issuance, together with relevant parties, of guidelines for international cooperation on green mining and minerals, and promote practical cooperation at all levels.
Tenth, on the basis of fully respecting the national conditions and development priorities of all countries, support developing countries in better participating in global green mining cooperation, welcome more countries and international organizations to join the International Economic and Trade Cooperation Initiative on Green Mining and Minerals, encourage the signing of trust-based green mineral cooperation documents and the building of a global green mineral partnership network, share the opportunities and outcomes brought by green development, and achieve mutual benefit, win-win results and common development.
We sincerely call upon more countries, international organizations and stakeholders to actively respond to this Declaration and to work with us in advancing the transition of the global mining industry towards green and low-carbon development and in promoting global sustainable development, so as to make positive contributions to building a better future of harmonious coexistence between humanity and nature.
